NEC members Longki Phangcho, As part of a field visit to Tripura on NEC projects on 28/29 October, 2023, Shri Longki Phangcho and Shri Tenzing Norbu along with other officials including NEC North Eastern Council (NEC) Member MembersInterface MinisterialInvestigation Ministry of Development of North Eastern Region (MDoNER), followed comprehensive field inspections of ongoing and completed projects funded by the NEC in the state.
It is part of the ongoing review process to assess physical progress in various work projects and direction from the ministry, its decision-making bodies or government on how these agencies should implement them. The NEC team inspected ongoing infrastructure works at various sites, where they held direct interaction with engineers and field-level officers. They checked the quality, durability and compliance with technical standards through on-site verifications.

The delegation checked whether departments were transparent in execution during the inspections. They examined documentation pertaining to financial expenditure and verified it physically with the actual progress made on ground. They also examined whether departments met deadlines and project milestones.
Officials provided updates on the allocation and use of funds. The NEC members emphasized that timely submission of certificates of utilization continued to be very important for the financial support. They also noted the importance of rigorous oversight to avoid delays and cost overruns.
Focus on Coordination and Implementation
Members also stressed on better coordination among departments. They claim that proper communication between departments leads to quicker decision-making and better results. They urged officials to anticipate chokepoints early and solve them before they compound costs.
Interviews with district level government officials /implementing agencies provided field based challenges. Stakeholders listed logistical constraints, weather-related disruptions and resource availability as issues affecting their efforts. As a result, the NEC delegation proposed specific actions that will simplify implementation and enhance efficiency.
Boost to Regional Infrastructure Development
The infrastructure projects of NEB are crucial for the state of Tripura. These programs benefit sectors including road connectivity, education, health care, tourism and rural development. The soft sectors that these projects improve directly facilitate economic growth and social welfare.
In addition, the delegation emphasized that quality infrastructure translates into long-term benefits for local communities. They also called on departments to prioritize sustainability and maintenance in addition to construction.
